Edelson misappropriation of funds

The Waterbury Republican reports that according to the town treasurer Ed was authorized to spend the money. But money was taken out of the EDC account unauthorized and then put back. If authorized why was the money put back and why did the EDC chair not get two of the next months reports? If it walks like a duck and quacks like a duck,wellll.
