Southbury's empty salt storage bin prior Dec and Feb storms

Several citizens witnessed virtually empty salt bins prior to the first noteworthy snow  in mid December.   One resident noted the empty bin at BOS meeting on 12/19/13.
Bin running on empty shown in photo taken on Feb 5  prior to the significant storm and following Edelson's 11th hour declaration of state of emergency on Feb 3 whereby the board approved $30,000 for salt.  They approved another $175,000 at the Feb 6, BOS meeting.
$204,800 was appropriated for salt in the 2013-14 fiscal year budget. I.e., funds for purchase of materials prior to this snow season.  Someone needs to look at purchase orders/delivery tickets to determine dates when salt was ordered, when delivered, cost and inventory records of where the materials were used.  Why at the start of the snow season  therefore in Dec was this bin empty?  Who allowed a repeat performance with depleted bin in February?  With $204,800 in hand, was this material bought in summer when prices were lower?  
Who is responsible for monitoring inventories, ordering materials.  Where is accountability at town hall?
